Anyone watching FISA VOTE? How does Clinton go from an AYE vote to a NO vote?

This is a procedural vote, but I don't know what it's for.

3. She voted AYE to the amendments to change the bill

The amendments that would have removed telecom immunity and so forth.

The bill was NOT amended, so she is voting NAY to a bill that is not to her liking.

This is the expected vote path for people who disapproved of the FISA bill and the telecom immunity provisions in it.
