Can someone answer a question about Rove's subpoena?

Recognizing that 5th Amendment rights and Executive privilege are not one and the same; don't the underlying mechanics of each require that one actually appear in court or before Congress before claiming the privilege? I can't simply refuse to show up for a criminal trial by emailing the judge that I have chosen to take the 5th Amendment (try it sometime!), and I'm certain that I heard somebody on TV (Jonathan Turley?) state that the same applies in the case of Executive privilege. You must make the claim in response to a specific question, not simply to the entire proceeding.

Am I right? And if so, shouldn't we have a mug shot of him by now??
