Why do members of Congress always address the President?

Why do members of Congress always address the President?
Listening to some of their speeches on CSPAN, I find this kind of odd. Do they seriously think that Bush actually listens to anything that they say? It seems clear to me that the founding fathers must have intended for the legislative and executive branches to actually work close together if this language comes from political tradition. I'm curious as to whether or not the two branches used to work together closely many years ago and perhaps stopped working together to try to compete for power. Any thoughts? :patriot:

1. President of the Senate
Who ever is sitting in the chair leading the Senate is addressed as President.

Only in the Senate, In the House it is Speaker.
