Did Naomi get the part right about martial law on congress? Or was it the country?

Did Naomi get the part right about martial law on congress? Or was it the country?
I was pretty sure Brad Sherman was talking about the entire country. Her video was overwhelming and hopefully will be seen by millions. And soon. But did she get that part right? With such an important distinction in the balance (US martial law vs. congressional martial law), why wouldn't she at least try to make a clarification? Or a deliniation? Either way, obviously, the results are not very uplifting. I'm wondering if it's just me.

1. Martial law in Congress is pretty horrific.
But eminently doable.

Martial law in a fifty-state nation? Good luck with that.

Don't let paranoia trump common sense.

2. No, I'm not worried about martial law, per se. I'm just wondering which one she meant.
It will matter to a lot of people. Which one did you see it as? Just off the top?
