Some paintshop pro/photoshop help, please?

Some paintshop pro/photoshop help, please?
Thanks to proud2blib for posting this photo...

I've done a little bit with it, but I couldn't make one thing look right: I'd like to put the 'no brain' sign at the top, and take the 'one way' arrow, turn it pointing down, and replace 'one way' with 'stupid'...



any suggestions? I'm using Paintshop Pro, version 7
