Why isn't Joe The Lying Sack of Shit in jail?

I was listening to the radio, and heard this lying con-artist in a fucking McCain ad. I knew he was a fucking plant the whole time, this proves it.

Why hasn't this lying piece of shit been arrested or sued for practicing plumbing without a license? Couldn't that constitute fraud? He's a goddamned con artist.
