Labor Issue Puts Pennsylvania's Specter in Political Bind

It’s no secret that the pro-labor “card check” bill may ultimately hinge on the vote of Sen. Arlen Specter of Pennsylvania, the only Republican to have broken ranks with his party to support an earlier version last Congress.
If Senate Democrats can keep their own members in line — no sure thing — and if they can add Al Franken of Minnesota to their ranks, Specter could be the necessary 60th vote that would get the bill past a filibuster.
The stakes are high, especially for Specter. Facing a re-election campaign and an almost-certain primary challenge in 2010, Specter is under pressure as factions from the right and left issue ultimatums trying to pin him down on card check.
The legislation (HR 1409, S 560), officially titled the Employee Free Choice Act, was introduced in both chambers March 10. It would allow workers to form unions by majority sign-up, as well as by secret-ballot elections. The Senate bill is expected to be marked up in committee sometime after the spring recess, which begins April 4.
