1. mark my words, this will not stand
for many constitutional reasons (you cannot tax a particular class of people, in this case employees of these corporations) BUT, if they follow this by a raise in taxes for the uber rich regardless of where they work... now that is legal

5. I haven't read it yet, but if it's wide enough (like windfall profits and big oil), it will work.

9. IT does have issues that will send it to the USSC
I suspect this was more of a mine to get a proper progressive taxation bill in... me... 70 % works for these folks I know FDR did 90% during WW II

12. The actual bill is beside the point
It positions the Republicans such that they'll look silly arguing against the proposed increase in the top marginal rate to 39%. I know I wouldn't want to be a GOPer trying to make the usual flaccid "class warfare" argument in this environment.
