Such a nation would strive to create a basic and ecologically* sustainable foundation from which ALL members have opportunities to develop to the fullest of each person's abilities AND aptitudes and, thus, become as responsible and as Free as possible under the prevailing conditions. Without an identifiable relationship between individuals and the "nation", THERE ARE NO MEMBERS of anything and, hence, THERE IS NO NATION. , much less any Pro-Life Nation.
*I am not certain what your definition of "indispensible" is; my use of the word ecological refers not only to the environment but to ALL manifestations of relationships within functionally inter-related systems and sustainable refers to balancing ALL of those relationships. Thus it could be that things such as birth defects could contribute to an ecology, but what, exactly, would be articulated by the time and place in which that occurs and how, precisely, phenomena such as birth defects (or say certain "aberrant" personality types, or ...) physically manifest themselves and affect a given relational context, i.e. how they affect sustainability. There are things to be learned and APPLIED from all experiences.
All of us are dispensible (in the not so very "long run"), so, for me, the real questions are about ECO - NOMICS and that's not just something called money, but the IDENTIFICATION and ARTICULATION OF WHOLE RELATIONSHIPS BY THEIR PHENOMENAL MANIFESTATIONS.
