Cheney's Man at the Department of Energy is head of the Inspector General's unit
Cheney's man at the DOE,Salomon, is the Director of Resource Management. This former speechwriter is head of the unit that "directs the development, coordination, and execution of overall OIG (Office of Inspector General) management and administrative policy and planning. This responsibility includes directing the OIG's strategic planning process, financial management activities, personnel management and security programs, administrative support services, and information resources programs. In addition, the staff members from this Office represent the Inspector General at hearings, negotiations, and conferences on budget, financial, managerial, and other resource matters. The staff also coordinates activities of the President's Council on Integrity and Efficiency. The Office is organized into two sub offices: Office of Human and Financial Resources and Office of Information Technology and Administration.

Fox in chicken house. The Office of Inspector General is in charge of fraud, waste and abuse investigations. Each government Agency has one. No wonder people are scared. The OIG can ruin government careers. You have an unqualified hack in charge of a large unit that can investigate at will.

The Republicans are blocking the low level political appointments that could fire or reassign these stooges into the "turkey farms" (government speak for whole organizations of do-nothings that are created when the government can not fire people). Secretary Chu needs his Bobby Kennedy to go in and clean up this mess. He needs his government insiders who are loyal, competent and "long in the tooth" to be able to come out. The DOE is at the heart of the Cheney scandals. Cheney wants Chu to fail at alternative energy.

1. Bush's personal physician is head of Office of National Drug Control Policy
Patrick Ward, is head of the "Office of National Drug Control Policy". The Office of National Drug Control Policy has "the principal purpose of ONDCP is to establish policies, priorities, and objectives for the Nation's drug control program. The goals of the program are to reduce illicit drug use, manufacturing, and trafficking, drug-related crime and violence, and drug-related health consequences. To achieve these goals, the Director of ONDCP is charged with producing the National Drug Control Strategy. The Strategy directs the Nation's anti-drug efforts and establishes a program, a budget, and guidelines for cooperation among Federal, State, and local entities.

By law, the Director of ONDCP also evaluates, coordinates, and oversees both the international and domestic anti-drug efforts of executive branch agencies and ensures that such efforts sustain and complement State and local anti-drug activities. The Director advises the President regarding changes in the organization, management, budgeting, and personnel of Federal Agencies that could affect the Nation's anti-drug efforts; and regarding Federal agency compliance with their obligations under the Strategy."

So a loyalist is in charge of the war on drugs. This is particularly important now that Mexican drug cartels are on the rampage. Why would a personal physician be put in charge of a very large bureauracy whose emphasis is police activity?

2. Bush appointee at the DOJ is in charge of criminal prosecutions

Matthew W. Friedrich is Assistant Attorney General who is head of the criminal division at the Department of Justice. This guy is actually relative qualified -- long time prosecutor. No wonder Obama can't get any prosecutions going!

3. President’s Council on Service and Civic Participation is staffed by a last minute Bush appointee
I wonder if Bush is trying to gum up the works of a national volunteer corps or turn a national volunteer corps into his own private place.
