Perchlorate is found naturally in the soil in some places. It is very slow under natural conditions to breakdown. Adult humans seem to have a large tolerance to it. Current concerns are 1) wildlife 2) young children. And yes much of the perchlorate found in American soil and ultimately into our drinking water comes from solid rocket motor manufacturers. Perchlorate is also used in road side flares, some matches and some explosives. The largest volumes of it were generated for ballistic missiles and of course the Space Shuttle.
