Cheney masterminded the practice of sneaking the soldiers home in the dark and forbidding any press coverage. Obviously he thought (correctly) that the American public might have some sort of emotional reaction to seeing the coffins unloaded. So he fixed that, in his own way.

Edit: He did this while he was Secretary of Defense under Bush the Elected.

8. Yes, I was crying and I think the country needs
to see the human cost of war. Not being visible, makes the consequences of war too remote. I think it is the very least a country can do out of respect.
