I have just finished reading the entire report. I just don't know what to say other than that this thing that has been done can not be excused and the people who did it and those or ordered and approved it cannot be forgiven. No excuse will do, no immunity can apply. You have to read it for yourself. It is only 41 pages, half of which are Annex; it won't take long.
