PSA announcements on the telly...

I know there is a requirement for cable and satellite providers or stations to run PSAs, do just have to run air them are is their a certain amount of time they are suppose to run?

I am asking because on WTHI, in Indiana, there is an AIDS PSA that is so fast it is only readable if you Tivo it a replay it. It is nothing more than a flash of incomprehension. It's a small PSA that says "Stop AIDS", I think 10 secs is reasonable time for it.

Is there some way to report this and to whom should it be reported too?
