Bloomberg Bullish on Jobs While Others Forecast Gloom By PATRICK McGEEHAN

Despite a steady downpour of gloomy forecasts about New York’s economy, Mayor Michael R. Bloomberg is holding firm to a bold promise: He says he has a plan to “create or save” 400,000 jobs in the city over the next six years.
Mr. Bloomberg first made that pledge in his State of the City speech in mid-January. Now he is making it again in the first television commercial for his re-election campaign.
The optimistic note, which implies a net gain of 100,000 jobs by 2015, seems to contradict most projections of employment in the city, including those from the mayor’s own office. In January, the city’s Office of Management and Budget forecast that there would be fewer jobs in the city at the end of 2013 — nearly five years off — than there are now.
Since then, the situation has worsened. The city’s unemployment rate jumped to 8.1 percent in February, from 6.9 percent in January, as the pace of job losses accelerated. On Thursday, the mayor indicated that he might add to the unemployment rolls by laying off as many as 7,000 city workers unless agencies otherwise reduce their spending by $350 million annually. .........(more)
