This is Howie DU it!
Set up a fake hijack operation off the coast of Somalia. Have the pirates give up the ship, but keep the captain hostage on a life boat for a couple of days. Send in the Navy SEALS and take out three pirates, recue the captain, and declare victory! Obama establishes competency and expedience, immediately!

(wonder how long before they come up with this?)
