unfunded mandates question--how to get around that

unfunded mandates question--how to get around that
Can you get around the issue of funding a change if you tell the agency affected to freeze their spending in another area until they get up to speed on something else?

I teach at community colleges, and they have two faculty tracks, part time and full time, that require the same qualifications but pay vastly unequal amounts per class.

The legislature has past multiple ''resolutions'' calling for equal pay for equal work, but fail to REQUIRE it because it would cost money (of course prisons can snap their fingers and get far more than we need in an instant).

I am wondering if we can get around this funding obstacle by telling districts they must freeze the dollar amount of their spending on administrators until they put equal pay in place and offer health insurance that the district pays at least half for.

Not incidentally, the community colleges get a big chunk of their money from the state, so if the state is paying, the state has the right to make rules.
