I think "taxation without representation" is Gingrich code
The right is famous for using code words in a seemingly normal conversation either to accent an inside joke or to speak directly to their base or part of their base.

Bush strangely mentioned the Dred Scott case in one of the debates in 2004. No one knew what he was talking about (no surprise there) and it actually became the butt of jokes. Everyone except the pro-life crowd who knew exactly what he was talking about-Dred Scott is in all their literature as an extrapolation that a slave not being property is the same as a fetus not being property.

"taxation without representation" is not meant as it was when there was no representation it is code (I think) to southerners about their being underrepresented especially in Congress. There is not a single southern Representative or Senator on the chairmanship of any committee or subcommittee anywhere on the Hill. This is the first occurrence of this since about World War II. This is the result of the power of the southern Republicans back in the "revolution" in 1994 and it continued under the leadership of Delay, Hastert, and Frist adandoning the northeast Republicans (it was a two way street) which lead to their not being anymore northeastern Republicans.... also the rise of the Democrats in the south is too new to give them tenure to chair committees or even subcommittees.

They are basically saying to themselves that they are not represented at all even if they don't say that it is a result of their own doing.

There is clearly a vacuum of leadership in the RNC. Cantor tried to seize some of it which he did but only internally, he has done nothing nationwide. As we all knew they even flocked to Rush Limbaugh for a while. This is a party with a cemented hierarchy of (manly) leadership and focused (K.I.S.S.) rhetoric. Into the void steps Gingrich. The time is ripe for him to take back control of his party even if he is just using the same strategy that allowed for this void.

1. Isn't John Spratt (SC) the chair of the Budget committee?

Edit to indicate I may have misunderstood what you were saying. I thought the OP was that there were no Republican chairs. Spratt is Southern, Democratic, and mine! :-)
