A new document indicates the CIA first proposed waterboarding alleged al-Qaida terrorist Abu Zubaydah to top Bush administration officials in mid-May 2002, three months before the Justice Department approved the interrogation technique in a secret legal opinion.

The document released Wednesday by the Senate Intelligence Committee provides the most detailed timeline yet for how the CIA's harsh interrogation program was conceived and approved.

Abu Zubaydah was subjected to the waterboard, a form of simulated drowning, at least 83 times in August 2002, shortly after the Justice Department formally approved it.

1. This is so misleading. Yet another attempt by someone

(Cheney? who?) to tag CIA. DoD (Rumsfeld) CLEARLY was the moving party in the Senate report. DoD (Rumsfeld) started down this road and CIA complied. This is the second story today that makes it look like it happened the other way around. :crazy:
