She is explaining that the level of coordination of types of aggressive interrogation couldn't come from the bottom, but from the top. It was a top-down instruction and approval of techniques shared by both groups of interrogators.

She's interviewing Ron Suskind now, covering how Bush and Cheney were trying to get the Saddam - al qeada link.
