They are going to say that no matter what they do to Hannity, it's not going to "be the same" because he knows that the hooded man will not actually kill him. Without the fear of death, "torture" can't be effective. It also sort of takes the steam out of allegations that multiple waterboarding is torture, as well as the claim that it can be effective. If you know that you aren't going to die, you can put up with almost anything.
