Anyone here remember where to find the national pandemic procedures plan?

I just read they're closing the HS in San Antonio and that they've quarantined the family of a third victim of the new flu from that school.

I just want to be prepared for what my state may start throwing at us in case this gets taken to the next level. Is something like this overseen strictly on a national level, or are we to be victims of the whims of our state government down here?

Anyone know?
