But apparently only to a few high level POW's they had an interest in. Torture and other abuses is for frightening the citizenry to keep them cowed. The "comfort/savior" method is for getting reliable info particularly after subjects have suffered abuse. It's very similar to good cop/bad cop.

The US has been minutely studying interrogation for generations and knows damn well that torture doesn't work as a means for obtaining reliable information. The admin wanted to torture for some other reason since they knew it wouldn't work for obtaining reliable/truthful information. Which begs the question why did they NOT want reliable/truthful information?
