You could argue that this is the net effect of the behavior of the government and their pay masters. Then you don't need an active conspiracy theory before the fact.
This is how some discrimination cases are handled. The law allows charges of discrimination of many types based on the effect of the acts by the entity charged with discrimination. It doesn't matter if they have a plot in mind. It's the behavior.
The effect of the corporate media's relentless parade of grotesque side show news while ignoring major issues and events is certainly "more stinky muck." The constant hesitancy of the government to address concerns in a decisive way is another case for the "effects doctrine." They may not have the intent and the plans to make us think it's all "more stinky muck" but their inaction over time discourages people.
Besides, the conspiracy is hidden in plain sight, ergo nothing nefarious. The censorship of the news is just appalling and it continues unabated. No Illuminati needed, just corporate greed.
