Did Bush/Cheney order the CIA to withhold information from the incoming administration?

Did Bush/Cheney order the CIA to withhold information from the incoming administration?
That is the real question here isn't it? Why did it take almost 6 months for Panetta to find out about a "secret CIA program", operating in the agency that he is the head of anyway? Shouldn't he have been told about everything going on within the first few days? Especially programs that the Bush administration deemed too secret to tell Congress about?

I assume the CIA was still reporting to Cheney.

Although I would not put anything past Cheney/Bush I would hopefully expect them to have more smarts than to try and place any orders onto the CIA after they have left office.

That would really amount to treason.

7. Perhaps their arrogance trumped their
smarts. Cheney is not lacking for arrogance that's for sure. Oh, and I do believe it's treason.
