I saw a driver studying as she drove on the freeway today

I saw a driver studying as she drove on the freeway today
Traffic was moving in spurts... up to maybe 30 MPH then stopping as it does at rush hour in Los Angeles. During the 30 MPH 'spurts' the women continued to read. She held a paper in her left hand, resting on the leftside of the steering wheel. I call it studying because her mouth moved as she read. I don't think she was reading directions. She would continue to read as the car moved at 30 mph, keeping her eyes totally on the paper.

Note... I was on the bus, so I was not endangering people as i observed her study session.

2. There is a huge market for audio-learning.
I have started playing audio books (non-fiction) as I drive, with a stand-alone speaker not ear plugs.

4. Agree. When I was in college, I would record the lectures
and then listen to them while driving. It's a different kind of learning when you have to visualize what you are hearing.

6. The Last Time I Saw
someone reading a novel while driving I pulled over and called the cops with their license number. A few miles down the road he was being ticketed.
