Ground Zero Illnesses Clouding Giuliani’s Legacy

Anyone who watched Rudolph W. Giuliani preside over ground zero in the days after 9/11 glimpsed elements of his strength: decisiveness, determination, self-confidence.

Those qualities were also on display over the months he directed the cleanup of the collapsed World Trade Center. But today, with evidence that thousands of people who worked at ground zero have become sick, many regard Mr. Giuliani’s triumph of leadership as having come with a human cost.

An examination of Mr. Giuliani’s handling of the extraordinary recovery operation during his last months in office shows that he seized control and largely limited the influence of experienced federal agencies. In doing that, according to some experts and many of those who worked in the trade center’s ruins, Mr. Giuliani might have allowed his sense of purpose to trump caution in the rush to prove that his city was not crippled by the attack.

From the beginning, there was no doubt that Mr. Giuliani and his team ruled the hellish disaster site. Officials from the Federal Emergency Management Agency, the Army Corps of Engineers and the Occupational Safety and Health Administration, all with extensive disaster response experience, arrived almost immediately, only to be placed on the sideline. One Army Corps official said Mr. Giuliani acted like a “benevolent dictator.”

1. Giuliani reopened lower Manhattan 4 days after the attacks
with no clean-up. There was 4 to 6 inches of powderized glass, asbestos, etc. covering everything. I watched tourists scoop ashes into envelopes and I told them those ashes contained human remains - they said nothing back. It was horrific. Very disturbing to see people so disconnected from morality. Scooping up NYers remains to sell them on Ebay.

But more disturbing that that was holding the GOP convention here to, in effect, celebrate all that 9/11/2001 had done for the Republicans.

I don't see how 911 makes Giuliani into any kind of hero. Did the mayor of Pearl Harbor let tourists scoop up human remains, inhale hazardous materials and then run for President?

4. This issue dates back a long time
and the Senator leading the efforts on behave of the police and firemen and those workers at the trade center site is Senator Clinton.

"Senator Clinton sounded the alarm soon after 9/11 that those exposed to the toxic air at and around Ground Zero would suffer health effects from their exposure and would need help in the days, months and years to come.

She led efforts to secure $12 million in December 2001 to establish the World Trade Center Worker and Volunteer Medical Screening Program run by Mt. Sinai, the first program designed to track and monitor the health of 9/11 responders. Senator Clinton worked with her colleagues to secure an additional $90 million to expand the number of workers and volunteers eligible, and successfully helped to restore $125 million in additional funding for long-term medical and mental health monitoring and treatment and workers compensation benefits.

Senator Clinton emphasized that a report released in September by Mt. Sinai shows conclusively that thousands of first responders, workers, volunteers, residents and others suffered mental and medical health problems as a direct result of 9/11. Senator Clinton has underscored that this report confirms the need to expand access to health monitoring and treatment to cover all of those whose health was affected by 9/11.

6. Could Giuliani be assisting the Michael Moore persecution?
The linchpin of the Giuliani campaign for the Republican nomination is his "great" work during September 11. Moore's transportation of sick emergency personnel from 9/11 to Cuban clinics, for treatment that Giuliani claimed wasn't necessary (and wouldn't fund even if it was) drives a big stake through his campaign, stuffs garlic into its mouth and nearly beheads it.

Given that - and given the lackluster display of the other Republican candidates - I'm thinking that Giuliani is the candidate supported the most by the Republican leadership. And they rightfully see that Moore's movie <i>Sicko</i> will destroy the campaign. So they're starting to attack Moore early.

Mind you, I don't think Moore is a prophet or a sensible political person. He's out for PR. But he's the guy who made the first visible public statement against Bush, with his Oscar speech for <i>Bowling for Columbine.</i> I remember it fondly as the best Oscar moment in history. He proved it was possible to complain about Bush and not be struck by God's lightning.

So what do you think? Is Giuliani the main contender for 2008? And is the Republican machine seeking to stop Moore because of that?
