McCain calls for immediate withdrawal, cutting off funds
Yes, you read it right. And here is the direct quote from Sen. McCain:

"One would hope that with adequate consultation with Congress, the administration would avoid future blunders that needlessly put at risk the lives of our troops. If they do not avoid such mistakes, Congress has the right to refuse to fund them."

What if the President refuses to change course?

"But should he persist in making them, our legislative resources should be to terminate them as quickly as we can by denying them funds for further implementation once they have been made."

So why the change of heart?

Well, because it was a different President. The year was 1993, and the country was Somalia. This is the McCain admendment calling for immediate withdrawal from Somalia, and cutting off funds if the President did not heed the call.

3. I think you're ignoring the real difference between the Somali and Iraqi operations
The difference is size. No, not the size of the boner McCain sports when he thinks about deploying troops, but the number of people killed by the mission. If Poppy sends troops into Somalia and hands the ball off to Clinton, whereupon 18 are killed, it's a tragic mistake by the second president who inherited the mission. If 3000 are killed, then it's a comma, a mere bump in the road on the way to securing the lockstep uniformity of freedom on the march.

Mr. McCAIN (for himself, Mr. Gramm, Mr. Gorton, Mr. Smith, Mr. D'Amato, Mr. Roth, Mrs. Hutchison, Mr. Wallop, Mr. Coats, Mr. Faircloth, Mr. Pressler, Mr. Craig, Mr. Mack, Mr. Brown, Mr. Hatch, Mr. Kempthorne, Mr. Nickles, Mr. Burns, and Mr. Murkowski) proposed an amendment to the bill H.R. 3116, supra; as follows:

At the appropriate place in the bill, insert the following new section:

SEC. . PROHIBITION ON THE USE OF FUNDS FOR UNITED STATES MILITARY OPERATIONS IN SOMALIA.

(a) Prohibition.--No funds appropriated or otherwise made available in this or any other Act to the Department of Defense may be obligated for support of operations of United States Armed Forces in Somalia except as provided for in subsection (b).

(b) Exceptions.--

(1) funds may be appropriated or otherwise made available for continued operations of United States Armed Forces in Somalia to support the prompt and orderly withdrawal of all United States Armed Forces from Somalia in a manner most consistent with the safety of United States personnel.

(2) funds may be appropriated or otherwise made available for continued operations of United States Armed Forces in Somalia in the event that American prisoners of war have not been returned to United States authorities and Americans missing in action have not been accounted for.

Boots on the ground would have been much better for the civilian population of Kosovo....much better than High Altitude arial strikes as they were.

Using text boxes
