A Democratic congressman says new revelations in former President George W. Bush’s memoir should push Attorney General Eric Holder to appoint a special prosecutor to investigate the government’s use of waterboarding.

Rep. Jerrold Nadler (D-N.Y.) on Tuesday said a full, independent investigation is needed to ensure "full accountability for the criminal use of torture."

“I am outraged by President Bush’s own admission in his newly released memoir that he personally authorized the use of waterboarding on detainees while in office. This admission, delivered without remorse or regret, reminds us disturbingly of the persistent lack of accountability and resolution in confronting the crime of torture committed by our own government," Nadler said in a statement. "The only way forward is to appoint a special prosecutor with a broad mission to investigate and, if warranted, prosecute these known cases of torture."

Nadler has demanded a special prosecutor to investigate the Bush administration's wartime policies on multiple occasions, including a formal request made with John Conyers of Michigan in August 2009. At the time, Nadler urged President Barack Obama not to pressure Holder to lay off launching such an investigation.

But when even an investigation was ruled out of bounds (or "off the table") as too political, Bush and Cheney had to be high-fiving each other. Without an investigation, you don't develop any evidence. Without evidence, you don't get indictments. Without indictments, you don't get trials. And without a trial, you don't root out the crime and punish the guilty. This train was derailed at the station by our faultless governmental officials, whether elected or appointed professionals.
