At some point you have to interpret repeated negligence as willful intent.
Two cases in point but this isn't about them. They're just the latest:

It would have to be very compelling to intentionally allow yourself to look like an idiot.

8. Exactly. If their corporate sponsors tell them to do something
that they know will be incredibly unpopular, sometimes the easiest way to accomplish it and avoid blame for it is to appear incompetent.

They can tell their corporate masters that they were deliberately acting incompetent, while pleading to the masses that they were really, truly trying as hard as they could to prevent those corporations from getting whatever they want.

....I've interpreted Dem 'repeated negligence' as 'willful intent' for quite some time....I just can't see it any other way....
