A brief lesson for everyone who thinks we should simply have done everything by reconciliation.
1. Reconciliation can only be used for budget-related business.

2. Reconciliation bills can not affect the budget beyond a 10 year horizon, so any new laws must have an expiration date.

3. Only one reconciliation bill can be passed per year.

2. I believe it's one per calendar year.
So it will be possible to pass a reconciliation bill again next January, not that it really helps us.

4. And sink the entire healthcare reform bill by adding tax cuts to it?
You try to bundle them together, you're likely to end up sinking both.

Besides which, there are DUers here who think we can do EVERYTHING via reconciliation. Tax cuts, DADT, START, climate change, et al.

6. By putting tax cuts with it you might be able to get better HCR.
