9. Won't matter...
This package will get near all 42 Republicans and at least half the Democratic Senate caucus.

There will not be enough votes to sustain a filibuster.

This is basically a big tax cut deal - all Bush's cuts and most of Obama's cuts. Tax cuts are easy to pass.
