If Obama can issue a signing statement narrowing the scope of the tax cuts for the rich

Sunsets in 6 months (or less) if the corporations are not creating jobs immediately, then they lose that extension permanently, suffering a massive 50% tax increase. Give them incentive to use the money they've been hoarding for years to stimulate the economy instead of the government trying to jumpstart it.

But most people would recognize what signing statements and executive orders are and just assume that the constitutional-law professor had suffered a stroke or psychotic break.
