1. I'm sure Biden and Kerry will excuse themselves to run and vote.
(I don't even include Obama on the SFRC any more.)

2. Biden might run out during Lugar's remarks and vice versa or something.
not sure if they're voting right away or more debate on FISA?

3. I assumed it was the vote since the amendments are finished --
but I have no idea WHY I assumed that! We'll find out in a few...
