Pdvsa paid USD 54 million surcharge to buy food
In April 2009, Jesús Villanueva, the auditor-general of Pdvsa, sent a confidential memo (AIC-2009-108) to Rafael Ramírez advising him, among other things, that in the purchase of food by the abovementioned Pdvsa's subsidiaries between November 2007 and June 2008, "the best price deals made by suppliers in some processes were not considered." He estimated that it represented a USD 54 million surcharge. Venezuela paid only in one operation a USD 10 million surcharge, the memo said.

According to the auditor-general, Pdvsa granted unsecured advances to suppliers amounting to USD 111 million.
