their country ran up a massive debt because it was paying for a social programs and other benefits while being so lax on tax collection that tax evasion was a national pastime.

It is a gamble. If you want to gamble, you play it. Some play it very safe and make and lose very little. Others take huge risks. The market is a game and a poor predictor of the economy in general.
