Question - is there a precedent for states fighting legislation like they're fighting HCR?
From Ken Cuccinelli's Facebook page:

"NAAG (an awesome acronym: Nat'l Assoc of Attorneys General). Met most of the new GOP AGs. I expect that by the end of January, over half of the states will be in lawsuits against the federal government over the health insurance bill - as plaintiffs. I am not aware of any time in the history of the US of such an occurrence. Amazing."

Was there any sort of comparable legal backlash against the civil rights act or desegregation?
