The Affordable Care Act passed last year IS universal health care (if the Supreme Court doesn't overturn the mandate): all Americans (except a few scofflaws and religious dissenters) will be covered.

If you mean a system like that in a number of European countries, you mean single-payer (the government being the insurer) health care.
