And, as long as President Obama is still president it is HIS plane - not the people's plane.
Obama can take whoever he wishes on HIS plane.
Same thing goes for his helicopter and his car (the beast), and the presidential boat.

14. I suppose Obama could have bought a Greyhound ticket for the pres. of SK.
But usually a US president will supply transportation for foreign leaders on AF1 if that's where both of them are going. Nothing's at all unusual about inviting dignitaries to ride on it.
