Earlier this year, after Colonel Qaddafi denounced his opponents as "rats" and Mr. Assad referred to demonstrators in Syria as "germs," Syrian activists displayed a placard which read: "Syrian germs salute Libyan rats."

In his statement at the White House, Mr. Obama called the interim Libyan government's announcement of the death of Col. Muammar el-Qaddafi, "the end of a long and painful chapter for the people of Libya." He hailed the role played by the international military coalition in support of the rebels, but attributed the ultimate victory to "the courageous Libyan people." Addressing Libyans directly, Mr. Obama said: "you have won your revolution."

Mr. Obama added that "an inclusive and tolerant and democratic Libya" would serve as the ultimate "rebuke" to Colonel Qaddafi's decades of dictatorship... Mr. Obama called on the new government "to respect the human rights of all Libyans, including those who have been detained."
