***BREAKING***Obama to speak about Iraq at 12:45pm ET

It'll be about the security relationship with Iraq. He apparently just had a secure video conference with al-Maliki.

ETA: He's going to announce that all troops will be out of Iraq by the end of the year. (There could've been some troops staying there to help the Iraqi military, but talks broke down.)

9. He just said the war will be over at the end of this year. He invited Maliki to the WH in December.
I can just imagine how the Repubs. will be putting out statements about Obama being wrong for "telling the enemy" when we're leaving so they can "wait us out" and similar things. But Obama has too much foreign policy cred now.
