Schumer: We've Reached Agreement With Nelson

Sen. Ben Nelson (D-NE), Sen. Chuck Schumer (D-NY)

Sen. Chuck Schumer (D-NY) just told reporters that he and Senate Majority Leader Harry Reid shook hands last night at 10:30 p.m. with Sen. Ben Nelson (D-NE) on an agreement that he would vote for cloture on health care reform, on the basis of the abortion language in the manager's amendment.



''SEC. 1303. SPECIAL RULES.

(a) STATE OPT-OUT OF ABORTION COVERAGE.-- ''(1) IN GENERAL.--A State may elect to prohibit abortion coverage in qualified health plans offered through an Exchange in such State if such State enacts a law to provide for such prohibition. (2) TERMINATION OF OPT OUT.-- A State may repeal a law described in paragraph (1) and provide for the offering of such services through the Exchange.

16. Of insurance covered abortion, not abortion itself
They'd still have to cover abortion as is defined in Hyde. They could opt out of providing abortion riders to the insurance exchange plans.

25. We can't afford it now. WE, the ones who can't,
are used to not being able to afford abortions. Or any other kind of health care. This health care bill doesn't make abortion any less available than it is right now.

With Nelson’s support, the Senate is expected to pass its version of healthcare reform legislation by Christmas Eve at the latest. The House passed its bill earlier this year. Big differences remain between the two bills, such as over how to handle the contentious issue of abortion, how to pay for the reforms or whether or not to include a government-run insurance plan, known as the “public option.”

Like Conrad, Nelson said in his statement Saturday that any substantial changes to the final healthcare reform bill from the Senate compromise legislation could end up costing the Democrats his vote.

“This cloture vote is based on a full understanding that there will be a limited conference between the Senate and House," Nelson said. “If there are material changes in that conference report different from this bill that adversely affect the agreement, I reserve the right to vote against the next cloture vote.”
