Tornado in Taipei Taiwan?
Has our Global weather gone a little nuts or what? This city hardly ever has strange weather...so, I have been told, by a friend who lives there, in Taipei.

1. It's a waterspout
which tends to be a lot weaker than a tornado over land. Waterspouts are also not usually associated with super cell storms but can occur with much weaker thunderstorms.

You can tell it's a waterspout because it remained pretty much over the canal/marina, had little debris, and fell apart as soon as it moved over land.

It's still pretty scary to watch when you're that close to it.
