Its a coalition of over 150 districts, more than 10%. But they arent naming Guv. Goodhair in the suit.

3. It was my understanding the Governor in Texas is more of a figure head

and has nothing really to do with Spending or Budgeting...That supposedly is done mostly by the Lt. Governor and the State Legislature...That never really made much sense to me but it is afterall Texas..:shrug:

4. Came after another Republican Governor

abused their position during reconstruction. Also had an issue with giving up control to the first Democratic successor. So, Texas does what it does best and amended the Constitution to strip away powers.

However, Texas has about 5 main power brokers in Government, all GOP and all of whom shafted education. So, Perry could have helped and did not. Same with the Lt. Governor, etc.

5. That is generally true, except there is power in being able to appoint

Favorites and like-minded people to commissions, etc. My understanding is that Perry has been very active in getting his buddies appointed to any commission where he believes he can control funds indirectly.
