Fremont (Ca.) cracks down on haunted house
Chris Stelle, 18, had spent about three months working on the 12-room House of Horrors with at least 40 volunteers when he received the notice.

In the notice, the city says the Stelles lack a permit for their scare structure and ruled it an improper use of residential land. Stelle said the city began investigating the haunted house when a neighbor complained.

Stelle and his family have hosted the House of Horrors for the community since he was 12. What began as a 50-foot-long structure made out of plastic garbage bags has expanded to a 1,500-square-foot maze of screams and scares that is almost as big as his one-story, four-bedroom house.

4. Some churches don't let their members participate in Halloween activities.
Maybe the complainant is a member of one of those.

6. I'm thinking someone doesn't like the competition
with the "official" haunted house in Fremont:

The Stelles collect money for UNICEF... and the baggers are big into getting donations cut off for UNICEF.

The "official" haunted house donates to Salvation Army and Boy Scouts (homophobe organizations).

That's my guess on this unwarranted harassment.
