Indianapolis Public Schools’ Superintendent Eugene White on Monday demanded a state investigation into charter schools that he says dump kids back on IPS early in the school year after receiving a full year of state aid to educate them.
White said IPS has interviewed every family and student that has transferred into the district from a charter school since the late September “count” day when the state sets school enrollments used to determine funding...
Of 72 students who returned to IPS from charters, 20 said they came back because:
–The charter school they attended did not offer special education services
–Their families became homeless and the charter schools said they could not provide transportation to the shelters.
–They were offered a chance to withdraw rather than be expelled. White said not expelling kids unfairly places back in IPS students that have committed major offenses for which they should have been expelled.
