1. Is there a way the president can move around spending in the budget?
Like just take money out of the Pentagon and spend it on infrastructure, without having to go back to the pinheads in Congress.

... the Senate would only need 51 yeah votes to pass a budget bill that could put money in the budget for a jobs program.

This is how Bush got his Welfare for the Wealthy (tax cuts in 2003 & 2005) through. The Repubs crowed at the idea of the Dems passing the healthcare program via reconciliation, claiming it was sneaky ... of course it is "prudent" when they do it to give welfare to the rich, but "sneaky" when us peasants get a crumb.
