Here's my read of this video showing aerial and ground view...see what you think.

Scott is wearing light tan shirt. Shows up at around 28-30 sec mark along white cross walk line. People are running from all the gas...some are throwing smoking gas canisters back over police. Navy flag man is to the left in the video lower on the screen in the aerial view. Cops are to the left. Assailant is along the cross walk line...you can see the projectile fly along the cross walk line in 30-32 second mark, and Scott falls at the crosswalk line. Navy man still waves flag.

People start to gather to assist Scott, Assailant again appears along crosswalk line, same area as where he attacked Scott from. Another projectile along the crosswalk line...into the gathering crowd...explosion!...assailant runs down to the left along crosswalk line...navy man turns and runs, waving flag across intersection.
