They have been watchful, but not in the slightest aggressive.

We shall see what happens.

The City cannot understand that the Occupy movement is a bunch of individuals working together in a democracy of the moment that is inclusive of all who are non-violent.

The City thinks that the Occupy movement is more of a "group," more ov an "organization" than it really is.

That is my impression. The Occupiers are organized at the moment, but are not an organized movement. They are individuals acting together but they are not an organization that can enter into a lease or something like that.

The Occupiers, as I understand it, are strictly at City Hall to express their political views and make a point that direct democracy without a lot of pay-offs and money can work.
