You don't see a whole lot of pirates coming from countries with functional governments. Perhaps that's why so many freepers want to be pirates when they grow up.

The actual "not dumping" is always a good idea for the oceans' sake, but once these young guys have tasted "success" at getting big bucks for taking ships for ransom, they are unlikely to give it up to go fishing.. You can buy a LOT of food with the money they are getting.

It's kind of like trying to convince a 15 yr old who's used to thousands a week selling drugs, to stop doing that & go get a job at a mini mart for $6 a hr..

Young men take risks, many pay with their lives, but many are willing to take the risk for the big score.. Once they taste it, it's addictive and even fun.. Most would not give it up..

35. Not at all.
They make more money as pirates. When the cost/risk of being a pirate is higher than the benefits, then, and only then, will it end.

Any action needs to reduce the benefits and/or increase the risk/cost.

23. Julius Caesar once solved a problem with pirates by crucifying them...A tad outdated but
an effective solution in its day. According to some stories he even had them build their own crosses.

Increasing the risk will come either through patrols or an effective government there going after them.

36. There are actually two ways; both involve the navies of the world
The first way is to scrounge up all the obsolete antiship missiles they can find--ones that are too slow or have too small a warhead to use against military ships--and use them to sink all the pirates they can find.

The more acceptable way--it's hard to tell the difference between a regular ship and a pirate ship if the pirate ship hasn't done any piracy--is to use the navy to keep non-pirate ships out of pirate-infested waters.
